(ii) Supervise and inspect the compliance of relevant procedures for work permits;

(iv) Verify the completeness and compliance of on-site operating equipment and facilities;
(v) Verify the qualifications of the operators;
(vi) During the operation, on-site supervision shall be carried out as required;
(vii) Correct or stop violations in a timely manner. If any abnormal situation is found, require work to be stopped and report it immediately. If personnel safety is endangered, organize evacuation quickly.
Article 2 The work unit (the electricity user in temporary electrical work) refers to the unit undertaking the work task, which is specifically responsible for the work activities, and its safety responsibilities mainly include:
(a) Participate in the operational risk assessment organized by the unit where the work area is located;
(ii) Formulate and implement work safety measures or work plans;
(iii) Organize and conduct pre-operation safety training and pre-work safety analysis;
(iv) Inspect the safety conditions at the work site and promptly correct any violations;
(v) When the site does not meet the conditions for safe operation, stop the operation immediately and report to the unit where the operation area is located in a timely manner.
Article 3 The work applicant is the on-site supervisor who fills out the work permit and submits the work application to the approver, such as the supervisor of an oil depot or non-terminal oil, gas, hydrogen, or electricity station, the project manager, or the regional supervisor (e.g., the gas station forecourt supervisor, the oil depot site supervisor, the project site representative), etc., who is responsible for the management of the work activities. Their safety responsibilities mainly include:
(a) Submit an application and obtain an operating permit;
(ii) Participate in operational risk assessments and organize the implementation of safety measures or operational plans;
(iii) Participate in written review and on-site verification;
(iv) Participate in on-site inspections, cancellation and closure of work permits.
Article 4 The person in charge of the operation (the electricity user in temporary electrical work) refers to the on-site person in charge of the work unit, who is responsible for the management of the operation implementation process. Their safety responsibilities mainly include:
(a) Participate in the operational risk analysis and implement safety measures;
(ii) Conduct pre-operation safety training for workers, provide safety briefings on the work environment, work content and work requirements, and ensure that workers and equipment meet the prescribed requirements;
(iii) Designate a work supervisor for the work unit and clarify the requirements for supervision;
(iv) Participate in written review and on-site verification of the implementation of working conditions and safety measures or related plans;
(v) Participate in on-site acceptance and closure of safety work permits;
(vi) When personnel or equipment change, report to the unit where the work area is located in a timely manner. When the process or site environment changes, immediately terminate the work and reapply for a work permit.
A work supervisor is a person who performs safety supervision at the work site.
Workers must be stopped from violating regulations in a timely manner. If the circumstances are serious, the work permit should be revoked and the work should be suspended.
